Since the beginning of time, Earth has been ruled by three kingdoms: heaven, hell, and a middle ground simply called "the surface." All beings first live a trial period on the surface, where they are sorted by either their malevolent or good will. Those that are good go to heaven to join God, Allah. Those that are evil go to hell to serve Satan, Lucifer.
While Earth was still in her early days, it became apparent to God that some of his people showed hatred towards others. At the same time, Satan began to notice a few of his servants helping their fellows with no incentive to make it a selfish act disguised as good. What were they to do with these misfits?
God and Satan made a pact to send these misfits back to the surface, to serve as a liaison between the three worlds. These creatures have since been given many names by mortals: faye, elves, vampires, ghosts, fallen angels. They refer to themselves as "the fallen". Some are better in heart than others, for they retain the characteristics that had them placed in either heaven or hell originally.
Over time, these hidden soldiers have become more organized and have divided the surface into regions and assigned certain people to certain places. Here they keep an eye on the humans: keep them in line, keep track of the growing population, etc.
A region called Four Points would seem to be the ideal place; it houses the upper class (Maroon Village), the upper-middle class (Brentwood), the lower-middle class (Kellerton), and the lower class (West End). Unfortunately, no matter how hard they try, they seem to be a step behind the other regions.
